The project in question, the Construction of the Intravenous Solutions Plant, is intended to fill the gap in a very vital sphere of pharmaceutics and medicare in the region, in Georgia and neighboring countries, Russia, Ukraine, Belorussia, Azerbaijan and Middle Asian countries: Provision of the population with intravenous solutions (hereinafter IVS) It demands an Immediate attention and improvement.

If in the US and Canada annual IVS consumption is average 4 litters per person, in Europe 3,5 litters, in Georgia, with its 5 mln. People population, it is only 1,00 (1998) and in Azerbaijan (12 million population) even more 1,50 (1997) per person.

Creation of the IVS plant in Georgia will allow to cover in 2002 local needs 70-80% of the one shift production (6-7 Million units yearly). Other 20-30% can be sold to Azerbaijan. Further Increase in production, up to 36 Mln. Units (3 shifts); will allow to expand market to other countries.

Plant will produce high quality products with at least three important advantages: (1) Technology to besupplied by the American company East-West Medical Agency (EWMA) is acutting edge newest available today on the market which will allow to produce IVS in fullcompliance with FDA, GMP and IS09000 requirements.

(2) There will be used a high quality water Available only in Georgia (3) Low cost of production: $0.38 USD per one 500 ml container average. This will allow to lower selling price to $0.85 USD per average unit comparing to $1.50 USD in the Region today. The Plant will be able to manufacture up to 80 different types of IVS.

Raw materials will be supplied from Western Europe, and Russia, water and electricity From local sources. Term of construction 1,5 2,0 years. Constuction Scedule is enclosed (Table 1). Forecast return of investment 4,5 years.1 shift,2,5 years - 2 shifts Amount required - $ 22,621,768.00 USD. The project will create local employment 50 people.

All segments of the manufacturing process will be addressed in facility operations: Autoclaving, labeling, mixing, packaging, and quarantined warehouse inventory control, shipping and receiving.

The patented stateof- the-art equipment to be supplied by EWMA integrates new automation and isolation technologies, digital control and monitoring to guarantee the most effective and valid method of filling and packaging of pharmaceutically, biologically and medically Sterile products in compliance with highest international standarts.

Training of the personal will be organized by EWMA, and will take place at ALP Inc. At its training facility near Chicago, Illinois, US and at the production site in Chicago.

EWMA will carry out daily monitoring of the manufacturing process, the equipment and technology and materials, used in the production in order to guarantee the stability of the production and its compliance with All standards. For this purpose one engineer for technical maintenance and one pharmacist, both from EWMA, will permanently stay at the site.

At the present,90% of IVS in the region are imported from Italy, Poland, Bulgaria and, mostly, fromIndia. NONE OF THEM COMPLY WITH FDA STANDARDS and sometimes are life threatening to recipients. There will be no competition.

On the contrary, such plant is vitally needed in the region as there is no sufficient supply of IVS from existing local and foreign sources. Also, the advantages of the products produced by the Plant as to the quality and pricewise will allow to sell 100% of everything manufactured.

Still, the plant will cover only small portion of the IVS needs in the region. The products produced will be sold in Georgia, Azerbaijan, Russia, Ukraine, Belorussia, Middle Asia Republics, etc. 77 will sell its products through the local distributing Channels.

Also EWMA offers its assistance in setting up local distributing channels for up to 100% of the facilities output for the service fee of $0.08 USD Per unit (average).
